Not very loud but it's there. Also the noise floor varies. Is this the sound of preamp xsistors dying? Thanks, JT

Hello and welcome!
If you mean Transistors going bad, in a word no, it's not likely at all that they are the cause of your amps issue.
Is it a model K200B with reverb?
I'd so then I have had amps that scream a whistle due to tarnished connections on the RCA cable that come off from the reverb pans output jack back into the circuit board.
Many times just unplugging one end of the cable so you spin it around while it's plugged in is all that's needed to regain a good ground / sheild connection.
Another big possibility for your issue is failing electrolytic caps on the power amp, or any of the preamp boards down in the signal chain after the volume control.
If the issue was starting before either volume pot then the setting of the volume control would change it.
