I have a black (maybe a ground?) wire that looks like it has been cut for one reason or another. This wire runs along side a green wire that goes to the polarity switch. I traced the black wire and I think it goes to a fuse at the back of the amp where the BIG BLACK BOX (not sure what it's called) is located. Where does this black wire belong and why on earth would someone cut it? Any help would be greatly appreciated.

If you amp now has a three prong AC cord that that wire more than likly went to the grounding cap which is no longer needed with the three prong cord.

It does have a 3 prong plug. Thanks for the info.

there is a hiss to the amp that is present even when all the volume/tone knobs are turned down all the way. is that normal or do I have another visit to the repair shop in my future?
