Its time to get in the amp and try cleaning the volume pot with some cleaner and lube spray, or if that fails to help out then its time for a new 15k audio taper volume pot.
The other option if you play in a band is to have the other guys play loud enough that the amp is fine used on 3 or greater! LOL!
If you or a tech goes in the amp to clean and lube that pot, then all the other ones should get lubed up also even if the work fine.

Hi Steve, I was thinking some deoxit might fix the problem. I've cleaned lots of scatchy pots over the years but never had one that wouldn't turn off,lol. I do play in a classic rock band featuring "Creedence" and the other guys do play loud enough as well,lol. If the pot is shot i'll probably just swap the one from the right channel since i don't use that side and it works fine....Thanks, John p.s. I bought this head years ago from Kustom Dan.

If you the type that turns all the amps pots down when you are done with the amp then over the years that adds a ton of extra ware to the carbon trace of the pot(s) if they are not lubed up every 3 to 4 years!
so after you are done with the detoxit I would also get some control lube down into all of them also.

Hiss and noise can be caused by a lot of things, but if the noise pulses with the speed control, that at least leads you to the front part of the circuit for the source of the noise.
It probably is a bad transistor, but it could be a resistor or a cap going bad too.

As a follow up on the original volume control not shutting off the amp, I had a chance to review the schematic.
There is a 25uF cap connected to the CCW terminal of the volume control that carries the signal to the pot. If this cap opens up or loses value the signal will no longer be shunted to ground when the control is turned down. So if the pot is clean and checks out resistance wise, check the cap.
